Apparently the Pennsylvania Republican party felt that Californian James C. Armstrong would be so interested in Pennsylvania Tax Relief legislation that he wouldn't mind getting spammed about it.
Wrong.
James further points out that when he received this, he was already blocking spam with an envelope sender of pahousegopmail.com. He got this anyway. While the From: line still says pahousegopmail.com, the envelope sender was set to ezmarketer.com, circumventing his filter.

to legislation passed last week by the House of Representatives.</P>
<P>In an attempt to bypass Governor Rendells proposed 34 percent increase in the Personal
Income Tax, the House Republican Caucus has worked diligently to craft a plan that would put the
power to control property taxes into the hands of those who matter most you, the taxpayer. </P>
<P>Rep. John Perzels Five-for-One property tax relief plan has the support of the
governor and would <SPAN style="COLOR: black">allow school districts to reduce property taxes
through matching state funds and give you, the voter, more control over future tax increases.
</SPAN>Your school district would be eligible to receive a portion of nearly $1 billion in state
gambling proceeds <SPAN style="COLOR: black">in exchange for a </SPAN>slight increase one-tenth of
1 percent in the local income tax. The plan is simple for every <SPAN style="COLOR:
black">additional dollar raised in local taxes, your school district would receive an average of $5

approval via referendum to raise local property taxes at a rate above the average index (inflation,
